Klasse und hat eine auffallende Eigenart: Er mischt sich überall ein, wo er Ungerechtigkeiten zu entdecken glaubt, außerdem ist er sehr hilfsbereit und schreckt dabei auch vor kleinen Lügen nicht zurück. An Lehrer Kunz rächt er sich, weil der die Mädchen bevorzugt und schwache Schüler demütigt. Mit dem Heuchler Pillenheini, der bei der Gruppenratswahl gegen ihn stimmt, prügelt er sich. Zusammen mit Freund Sigi schleppt er einen betrunkenen Schüler aus der 10. Klasse nach Hause, was ihm Ärger mit dessen Mutter einbringt. Ruhm erntet er nicht mit seinen Taten, aber der neue Lehrer Burschelmann erkennt den guten Kern in ihm und bringt ihn in den Gruppenrat, um seine Aktivitäten in für alle nützliche Bahnen zu lenken. Für Ottokar allerdings ist der nächste Ärger schon programmiert, er mischt sich auch weiterhin überall ein.
